Previously, he served as a senior U.S. diplomat and career member of the Senior Executive Service. In his final role at the State Department, he served as the chief operating officer for public diplomacy, managing a $1.5 billion budget and 5,000 person global organization. He won the State Department's Sean Smith Award for Innovation in the Use of Technology. Prior assignments include creating and leading the Public Diplomacy Research and Evaluation Unit (REU), Deputy Director of the Collaboratory Innovation Unit, Special Assistant in the Bureau of Educational and Cultural Affairs, and several positions in the Bureau of International Organization Affairs.
He is a term member of the Council on Foreign Relations and a graduate of the University of Cincinnati. Outside of his work, Paul is an accomplished cellist.
